Not really, there wont be any exclusive games on the new consoles you can't still paly on the older versions, but for example GoW 4 will take advantage of the better specs and most likely run 60fps on the Neo while it will only run 30fps on the regular PS4

Console only pubs are the main reason. There is certainly a big enough market available through steam and GoG. And if they would actually release all of their games to all markets instead of locking shit up on their own shit "marketplaces" then more people would gladly pay for the games. Difference is they have to actually be competitive on PC. Which is something they don't have to do on Consoles because they can gate to one console and console manufacturers have too much control over their system for players to get much choice.
Sony and MS is being fucking stupid, almost nobody is gonna pay full price for a slightly better version of the same console every 2-3 years.
What they should do is for the next generation of consoles, make them modular from the start, so you can switch out the CPU and GPU units to better models, and just release better ones throughout the lifespan of that console.
That way it's actually affordable.

None of these games will be ported.
Pc has the same problem as wiiu. Sure, it has great exclusives and I have one, but how can I not also have a ps4? I don't want to miss all these games. I've been playing some of these series for over a decade, like ys and utawarerumono. You'll never hear these games mentioned because they're sony multiplats, so people who only care about exclusives won't see them on any single platform list, but they're really great games and many of them will be localized too.

I waited to buy a PSP3 until after the new gen was here. Got a slim for $150 with a 250gb hdd. I also have a decent list of games that have good reviews to experience for the first time.

Every few years, we get an incremental upgrade that's backwards compatible with everything up to the PS4/Xbox One, and new games will run on consoles that are up to like 5 years old, sort of like iOS apps. It'd also be nice if newer consoles could run older games at higher frame rates/resolutions.

As far as I know, 360/PS3 outlived both the Wii and WiiU put together (FYI PS3 is literally getting more games in 2016 than the WiiU). I'm not so sure why you're trying to imply that MS and Sony are the ones getting their generations cut short.
You simply can't ignore the fact that we know PS4neo and PS4 are shared platforms, meaning same savefiles, same store, same online, same games. One doesn't cut the other short, if anything it extends the generation.
Even with the new3DS came out with promises of exclusives and a lot of new feattures, it made no impact whatsoever. It had a Wii port and some (not all) games ran better on it.
Heck, MH4U got the "new" improvement since it was close to the new3DS's release, but now MHX runs at 30fps on both 3DS and new3DS, the devs don't care anymore and don't even botehr optimizeing for each one, they just use the original model as the baseline.
Same will happen with the PS4neo. By the time it releases there will be 50m to 60m base PS4s on the market. Developers will never ignore that larger audience only to appeal to the 2m-5m PS4neo owners. Base PS4's growth will always be bigger than PS4neo's since it'll always be the cheapest option by a margin of at least $100
Either way both will play the same games to the end of time, it's a waste of our time to speculate or imply otherwise.
I would say the same about XboneScorpio, they are already hurting with a lower marketshare, it would be suicidal to abandon their current 20m market just for an incremental mid-gen change. But no one knows since there have been no further leaks. With PS4neo we KNOW it'll have an identical library to PS4, not one more game, not one less game.

AMD is putting all their bets on Zen and ending in-house production of 28nm processors, if Sony and Microsoft were to stick with Jaguar cores they'd need to make a new deal with AMD their production costs would skyrocket, they actually save money by upgrading to Zen processors.
This isn't anything new though, Microsoft went through 8 major hardware revisions and 3 different GPU and CPU configurations throughout the Xbox 360's lifespan.
