Its not and youre stupid for thinking so. If you are facing someone running parallel to you from a distance the hook will fly to where they were moments before if you were to aim at them and not where they are going. The hitboxes are just huge.

Because he has no way to defend his teammates. Winston, Rein and D.va can all deflect damage. He's a "threat tank" who makes you focus him because of his damage potential and not because of a skill that actually forces you to attack him.

The hook should be an initiation tool, not one that lets him fire at random into the enemy team and instantly kill what comes back to him. Make it so you can at least move a bit before he can start shooting at you, and he'll be perfectly fine.

All that need's to be fixed about Roadhog is his bullshit hook dragging people from around corners.

He is objectively the worst tank, he's a giant target, he can be shot while he heals (unlike Mei for example), and he has almost no range on his attacks at all. Literally anyone getting headshots on a Roadhog from medium to long range is going to kill him before he has a chance to respond.

Literally the only times I get hooked by Roadhog is when he sneaks up on me, or when the Roadhog is shit at aiming, and aims for one of my team mates and hit me instead. That doesn't change the fact that the hook shouldn't just be a "get a free kill" skill for Roadhog.

A character with that much health should not be doing that much damage, and definitely not at zero actual risk to himself and with no punishment whatsoever for fucking it up.

If any other damage dealer or tank went in for the kill and fuck up badly and miss, they die, and even then they will have to actually do something more than an instant one shot and put themselves in a more vulnerable position.

Roadhog? Nah, just give the hook a go and if you miss no biggie, just try again in 6 seconds. When you get it you get a kill, great job!

Keep moving and his hook probably isnt going to hit you

He only has 100 more health than other tanks and he needs it because he has no form of shield and is entirely close range

His damage is easy to avoid unless you're stupid enough to be in range of his attacks

His combo is literally all he has, if you don't get hooked, he won't kill you

He can self heal because he has no way of preventing damage like every other tank in the game. If you're shooting him during his healing you'll basically nullify it anyway.

You can't both for the speed of it and the terrible tick rate meaning that even if you could the game favours the attacker so you just move out of the way, teleport back to where you were and get caught anyway.
The only winning move is to not play, you basically need to play a character who never needs to put himself in a position where he can be hooked or you are basically going to randomly get hooked and die through no fault of your own and there's not much you can do about it.

Bastion outranges him by a mile and does unbelievable damage to him. In an open area, Roadhog is a huge target and dead meat.

He can be good at breaking through reinhardt stalemates. If you rein when he drops his shield, you've just destroyed their position. If you're not playing with shitters then you can easily organize a push after that
Plus he's a really good anti-flanker, and is good to remove enemies from the point. His use isn't as obvious as other heroes, but he's a really good off-tank designed to bust up enemy positioning

Hard CC in general is a terrible idea for an FPS game and most of the game's more major problems stem from it, particularly in such a low tick rate. It's why McCree was bullshit and why Roadhog is too.

His hook is inherently broken and the only way to deal with it is to never interact with it. Saying you are 'countering' him suggests you are interacting with and outplaying him in some way. No, if you are interacting with Roadhog you are going to randomly die because he is a stupid character. The only way to 'win' is to refuse to ever interact with him at all and fight him where he literally cannot do anything.

Not because it's good game design or a sick tactical counterplay, it's because he is horseshit and no one can actually compete with him when on anything but a massively lopsided footing.

I fucking play Pharah, Junkrat, and Lucio most of the time and I have never had an issue with Roadhog. Sometimes his hook is bullshit and gets me from around corners, I will admit that needs fixing, but its so uncommon it's not even remotely game breaking. Roadhog is a little bitch at even medium range, aim for his head dip shit. And if you're too incompetent for that, you can get environmental kills on a lot of maps, there is nothing more satisfying than killing a tank in a single hit
