Is there consequences to rebooting a ps4? A month ago I rebooted it and now a month later my sub accounts dont have access to ps plus anymore. It turns out that Playstation counts my Ps4 as two. Cant deactivate it because I used it and resetted it and it didnt work. Cant wait 6 months for the same outcome.

As long as your primary parent account has PS Plus your sub accounts should be able to play online.
Although you have to do all the buying and shit from your main parent account.

Thats the problem. When I try to "activate as my primary ps4" in my main account it doesnt work

Then you need to go into one of your sub accounts and deactivate it as your main account

If you wanna use PS+ you have to do it from the parent account.

The only thing your sub gets from the parent is the abiltiy to play multiplayer.

The online systems in these consoles are so confusing and nonsensical that they're not worth using. Stop buying into this garbage. You have a console? Then you use it for single player Japanese games. If you want to play multiplayer then too bad because everything on PC should be pirated and PS+ and XboneLive are scams. you can deactivate all once every 6 months but you can deactivate a specific one at any time.
