Pokemon can have Alolan lines, or Alolan evolutions. Exeggcute doesn't have an Alolan form because it's growth/evolution is dependent on region; on the other hand Vulpix/Sandshrew's lines live in a new environment so the entire line is different.

I was assuming they were intentionally keeping Alola Raichu's origins a secret for whatever reason. If anything I thought the Japanese trailers and whatnot were more vague.

There most likely will be an Alolan Persian, though. Alolan forms are either parallel or branching; Alola!Meowth evolves into Alola!Persian, but Original!Cubone evolves into Alola!Marowak. It'd make no sense to go from Alola Meowth to regular Persian.

I figure that so long as an Alola form still has one type in common with the original, then the pre-evos will likely stay the same. For example, there will probably be an Alolan form for Cubone, since a Ground-type pokemon isn't just going to morph into Fire/Ghost-type.
