I doubt that part is meant to be a reference. It's just the anime studio working with the usual constraints of limited animation. I'm actually quite glad the Japs were given free reign with the animation timing for their part, otherwise it would've been some over-inbetweened mess.

Very hit and miss. It has a lot of creative integrity with the designs, given the original premise of the show was a town filled with rejected pilot characters. However, the plots and jokes can range from very well done to pretty mediocre.
On the bright side, it lacks a lot of the calarts "are we mature yet!?" elements that almost all other CN shows follow now.
