An honest answer is that the playstation now service isn't panning out the way Sony thought it would. So to get more potential customers they push the service to PC. It also competes with rival Microsoft who sells game on PC now.

Only way I can see people getting Playstation Now if they make BB available otherwise no one will pay for it.
It's literally just a small selection of PS3 games, mainly just third party multiplatform stuff. PC gains nothing and Sony fans lose nothing. You won't be playing any PS4 games on there for at least 10 years, if ever, and it likely won't still be in service by then anyway.

They aren't getting any of that. There are no PS4 games on PS Now so no Bloodborne ever, they took the Uncharted games off to sell the remaster collection, and Demon's Souls has never been part of the service. It's literally just third party stuff, much of which is already on PC.
