On Steam? Deathsmiles was made as a beginner friendly shmup and it's fairly easy. Mushihimesama has a novice mode that's pretty tame by bullet hell standards, plus a visible hitbox for easier dodging.
Honestly just pick one that looks appealing to you and work on it, I don't think any of the shooters on Steam have the bullshit "hidden rank" mechanic of Battle Garegga or Pink Sweets, so they all should be manageable to novices with some practice.

Steam version of Deathsmiles is missing some slowdown, so it's not quite as easy as it should be. Beginners can still clear it by not taking on the optional stages, but people should be made aware of that.

Already own about every Raiden game (on 360 unfortunately), own Mushihimesama and Dealthsmiles. One fucking cent away from being able to buy Crimson Clover so I'll try to fire sale cards to make sure I can grab it.
Kinda regret buying Darius CS when it came out. Not even that into the series, I just love collecting shmups. Still enjoyed it but its not my cup of tea. Also too much DLC.
I'll second this. Also avoiding CAVE games (or CAVE style games) may be good as they are pretty hardcore for newbies unless you play on way lower difficulty.

DeathSmiles is very playable even as a total newbie. The difficulty changing is really well integrated into the game, although they chanced it from the arcade version where you could not set every stage to level 1.
Also Kamui is amazing and everyone should play it.
