Those were the recording conditions for Twin Snakes, the room wasn't soundproofed at all. I don't know why they decided to redo all the voice acting instead of using the original which was better quality than Twin Snakes.

Why not? I think it's more than acceptable. Normal codecs run at 22050hz and cutscenes 33075hz, all 16bit. That was kind of the industry standard by the time.

I don't know what you memes are talking about. I own MGS1 and Twin Snakes and the voice quality is a lot better in Twin Snakes, with the exception of Naomi seeming completely disinterested in rerecording lines.
