Mods are an insulting and offensive concept. Bethesda may be okay with it, but imagine if it eventually led toeverygame being moddable like on PC. Developers spendyearsof their life developing a game with intricate lore, great characters, amazing gameplay, and are really excited to finally release it to the market and have it played by gamers.

..And then the gamers come, and start defiling the game by adding shit like Thomas the Tank Engine or nudity mods. Is it okay to rewrite a book from a different author? No, because quite frankly, it's an insult to the original author, and games should be no different.
Add to that there's the possibility of mods being used for allowing home brew/mods crashing systems/mods breaking games/etc. Add to that the fact that mods can totally unbalance a game and make it a total joke, and, if handled poorly, totally destroy the trophy/achievement system.

No one cares, Fallout 4 is shit, mods are shit on Xbone, nothing but crashes.
