Because every decent evil motherfucker ends up being an anti-hero or overly sympathetic, and a lot of devs think being evil is being a cartoonishly sociopathic dick.
I'll be real with you.
It's because it's hard to form a coherent plot around a bad guy. Villains are naturally more proactive, and they don't give a fuck about the 'plot' that's been laid out for them.
Unless the game is a sandbox, you need a plot. And writing a plot for evil characters is hard. If, however, you're the more subtle type who is gradually working to mass destruction as a kind of warped inversion of the hero's journey, it's possible but it's also a kind of anti-story.
Also, I think they generally don't want to write games where the PC is gleeful about rape, murder and torture for no other reason than personal enjoyment. Even doing it as part of the 'bad guy group' can hit a little too close to home for the easily-triggered.
I mean, it's not like you could sell a game where you play as a SS commander. Like, let's say that it uses the Baldur's Gate engine or Company of Heroes, with deep and immersive role-playing. But your protagonist is a proud member of the Nazi party.
He doesn't even have to be a blatant racist, just being evil in that way would give the media a field day. You wouldn't be able to sell the game.
Oddly, there are plenty of Japanese games which can have the protagonist perform utterly malicious, spiteful and mean-spirited acts: Not in the "FINE, I'll do it for a BIGGER REWARD" or "Okay, okay, but I'll complain while doing it." but they're also quite rare.
Eien No Aselia - for instance - is a game about a protagonist leading an army in a fantasy world. He can choose to succumb to his dark urges and demand the Princess's body as the price of his service, rape his subordinates, massacre villagers to fuel his mana and so on. But if you go full evil, the game abruptly ends about halfway through.

Please don't start that shit. Let's assume, for the purposes of this argument, that most of the population takes the accepted view that the Nazis were evil.
At any rate, you just can't make a game like that. This is why we don't really have any Vietnam War games that are notable, even though I think an FPS/RPG hybrid - where you're a Marine trying to survive until your wake-up - would be great.

But things like child abuse or incest and other bad things are globally considered evil for pretty good reasons.

CRPGs are basically your best bet for an evil character, very few linear story games are going to build around playing someone who's evil. At best you get gruff anti-heroes
