Emulation is perfectly legal as is being paid to develop them. Once upon a time emulators were even sold at retail. Only reason they aren't today is because publishers would refuse to sell games to retailers that were selling emulators. Has nothing to do with the legality and everything to do with protecting big business.

Playstation and GBA both required the BIOS files you could legally obtain by dumping them yourself, assuming you owned the respective console. Later on both emulators were developed so far that you really didn't even need the BIOS files at all. Still, for accurate emulation they're mandatory.
Download the emulator, dump your own BIOS and your own ROMs == perfectly legal.
