It's just so characteristically a Virt piece, especially of the GBC era. I'm not sure what the instrumentation is at 0:35 but you hear a lot of it in Shantae.

I use Visual Boy Advance, it does GB, GBC and GBA. Very convenient, very easy to use, never had any problems with it.
