That's exactly what it is. OP must have just been trolling and baiting with this thread cause bioware already did this a few times, they did it in DA2 and then did it again in DA:I. Not surprised they're doing it again now.
It's been a step in the right direction giving you a rough idea what the character is trying to convey. But as people already pointed out in the thread, it still doesn't work most of the time cause the text synopsis thing rare portrays what your character is actually going to say. So many times you'll pick an option that sounds neutral or relatively friendly then suddenly your character spergs out telling the guy fuck off out of my site or some shit.

You can easily use all 4 tones with both of these options.
You can easily use all 4 tones for anything, you might end up sounding like an asshole or a retard depending on the phrase/context but you still can.
