LotR: Shadow of More Doors is an obvious one. You literally watch the enemy that killed you level up, get new armor, etc.

Shadow of Mordor did this, but you basically had to let it happen since it was super easy to kill everything in that game.
It was honestly pretty cool to see a shitty looking Orc make it through the ranks and gain new abilities.

The only other one I can think of is Guild Wars, where enemies gain experience if they kill you and can actually level up.
