This just means it's silent as fuck. My RX480 use a 0dB fan and runs at 45°C idle and it's completely silent before it even heats up to 70°C. This shit is entirely safe.

Nvidia control panel make sure you aren't using your in built GPU.
Second make sure Geforce exp hasn't 'optimised' it for you and set it to downsample 4k.
You spent that much on a PC and you can't troubleshoot?

It will struggle in a lot of games. Developers are choosing to make newer games more CPU intensive so you may want to upgrade to an i5 minimum.

Also why the hell did you buy a 1080 if you dont intend to play games at 4k? A 1060 would've been sufficient for any current game 1920x1080@60Hz.

Also if you have multiple monitors connected try only using one and see if that helps. Witcher 3 had some wacky bugs in the launch with multiple screens.

ASUS sold some leftovers of AMD760G/SB710 (which need a top blower to not overheat) for 30 bucks. Doesn't mean you get a brand-new platform for the same price.

run a ingame monitoring software to see whether the games are maxing on gpu or cpu, double check the power cables are in the gpu and reset everything if necessary, double check the mobo pins are correct as well

I repeat have you checked your Geforce experience game optimisation or the Nvidia control panel. It's not that hard.
If it's not them you can narrow it down a bit. This is how you troubleshoot. Also get MSI afterburner.
