dead money was the best new vegas DLC
I played it first and really enjoyed it, but then made the mistake of playing Honest Hearts afterwards, which was only made not completely awful by Joshua Graham.
Old World Blues was decent and funny at times, but the story left much to be desired.
Lonesome Road was just garbage.

Reasons why Dead Money was the best DLC:
Cast of interesting characters who felt like they actually mattered in a way.
Incredibly atmosphere and unique location.
Changed up gameplay mechanics as opposed to just being more of the same.
Interesting backstory and plot.
Satisfying ending.
Honest Hearts should always be the first one you play, it's the one most distant from the whole Ulysses arc, gives you some good equipment (Desert Ranger armor and guns, Survival stuff) and Joshua is the best character of all NV..
Then you go to Dead Money, Old World Blues and finally Lonesome Road.
I did that the second time I played NV (only playing Dead Money the first time and then not finishing the game) and while I can understand the intended order, it still doesn't make it any better.
I'll agree that Joshua Graham was a great character, but he couldn't make up for how shit everything else was. Pretty much everything was just recycled or at least felt recycled and they made little to no effort to make it feel 'new'. The other three DLCs on the other hand (less so Lonesome Road) introduced a bunch of new assets and locations and felt less like the base game.

It's a huge reference to System Shock 2, much like Peragus Station in KotOR 2 is. Avellone is a huge System Shock 2 fanboy and named it as his most favorite game of all time along with Chrono Trigger.
