It's really fantastic.
Tonally, thematically, and atmospherically, it's better than 4. Stakes feel higher, the more mature tone, while edgy at times, makes for a more enjoyable experience, and while some characters are a little lackluster, they're all for the most part, cool and interesting. Strega is an awesome concept for a villainous group.
3 suffers from pretty messy gameplay though that 4 completely improves on. Balance in 3 is complete shit, a lot of boss fights come down to either completely cheesing them or having them be damn impossible, and not being able to choose your party attacks is cumbersome and annoying. I'm not sure why anyone would ever use Ken or Komaru that late in the game once they'd already picked their party, especially considering Yukari was already a must pick for her healing abilities.
I fuckin love this series.
But I play exclusively JRPGs.
I just don't play JRPGs for shitty half-assed romances and teens whining about their lives.
If I play a JRPG about personas, I don't want the pace constantly broken up by having to pretend to be a friend to NPCs that have no value to the plot.

it's an amazing game, don't get me wrong. But there's a lot of garbage that goes on that makes it far from a perfect game. Ultra repetitive dungeons, not being able to control your party members, pacing issues, a decent number of characters that you don't care about, etc. Again, I really love the game, but perfect it definitely isn't.
Yeah it takes a long time to pick up steam, but once the general world opens up and you get control of your days the game is amazing

As a GAME, 4 is superior. 3 is nowhere near as well designed and has some really questionable choices.
In terms of story and atmosphere, I think 3 blows 4 out of the water.
The story had some stupid parts midway, but the ending is perfection.
Gameplay was decent.
i have no idea what i'm doing with my personas right now so i'm not fusing them at all or anything and just leveling them all up when an enemy is weak to one of their skills
yeah, along with busted encounters that are either unfairly difficult or stupidly easy if you bring the right resistance, I hate how easy it is to lose a bunch of progress in Tartarus if you get ambushed. Run into a bunch of enemies with mass physical attacks or death spells and you lose an hour and a half of boring grinding. That happened a lot less in P4, which I appreciated
I made the mistake of playing P4 before P3. I think I would have enjoyed P3 a lot, but I really couldn't get past the fact that I couldn't control my party members.

I'm in the dungeon of the gay guy, it looks like a steam room, but it's still pretty slow. I have decent control over my days too. It's just like the story takes a backseat to side stuff. Which would normally be fine but it takes forever to get through shit on the hardest difficult. I'm thinking it was a mistake to not go easy.

It's not even that it's particularly hard, just requires a ton of grinding to be at a level where you don't get one shot by bosses.
as for why? Because it's a JRPG and i've yet to see a JRPG that I didn't just beat on the hardest difficulty first go round, that's usually the way they're meant to be played. But this is just on a whole new level of grind.
I also thought "The Answer" was a perfect follow up. I don't know why people dislike it, outside of the velvet room being botched for no reason.

the way it's meant to be played? Most JRPGs aren't really about intense tactical decisions or technical skill, it's more about doing the necessary preparations beforehand. and on the hardest difficulties, when are they anything more than just extra grind? Good luck to you and I hope you have fun, it's a great game but I can imagine hard mode sucking a lot of fun out of it. Anyway I gotta go to bed for work

I dunno, I kinda liked P4's more comfy atmosphere and Scooby-Doo plotline. Characters weren't as fleshed out. and the stakes weren't as high, but I think that's kind of refreshing when you go straight into 4 after you're done with 3.

Because it's exclusively the worst thing about Persona 3 for 20+ hours. The Answer goes to show how much more awful Tartarus would've been if there weren't other things to do in the game.
