Skills and perks. Perception also affect accuracy and agility adds to your small guns skill. FO1 and 2 are an absolute bitch to play, even if you know every little detail of the mechanics. Just use save game editor man, and tune up your small guns skill to 200%.

Last week me and my gf went to the shooting range, I never held a gun in my life before, she gave me a usp 45 and I was popping down targets like fucking rambo.

You bump the skill of the weapon you are using. I maxed energy wep and I'd never miss with an overcharged plasma rifle. Also did fuck tons of damage.
you could try sneaking more but you have low agility, you probably wasted a skill there. Sneaking up on super mutants and planting explosives is pretty fun.

In Fallout 1 it's all about agility and luck as statistics. You can safely ignore charisma entirely because of Speech.
Start out by killing all the rats in the cave with your pistol
Grab Ian in Shady Sands and kill all the Radscorpions and then all the Raiders with your pistol
Head to Vault 15 and clear it out with your pistol
Take down Gizmo in Junktown but use the shotgun Killian gives you
Head to the Necropolis and clear out the tunnels with your shotgun. You should try bluffing the mutants as they are a bit strong but it's still possible to win
After this you can head to the Hub and gamble in the casino so that you can buy a plasma rifle and some combat armor. You can safely beat all the Hub, Boneyard and Glow related stuff after that which nets you a suit of power armor
Finally you can upgrade the power armor and plasma rifle in the Boneyard by completing one simple quest and buying some chemistry journals from the Hub
Go clear out the Military base and then the Cathedral
This is the standard route for beating Fallout 1 without even thinking. The plasma rifle combined with combat or power armor is just too much for anything to handle
Agility is by far one of the most powerful stats in Fallout 1 and 2. Each point of agility gives you an extra AP which may not seem like a lot, but there are perks and traits that reduce the AP cost of attacking.
For example, having 10 agility, Bonus Rate of Fire, Fast Shot and 2 Action Boy you can reduce the AP cost of a 4 AP weapon down to 2 AP giving you 6 shots per combat round. Having less than 8 Agility would mean you only get to fire a 4 AP weapon once in a round.

Sorry OP, this is the wrong kind of autism you asked for.
Generally the skilling in fallout 1 and 2 is much more specialized than the other games. In fallout 1 the level cap is 21, I believe, but in reality you soft cap around 18. Unless you want to grind random encounters this means you can only really expect to fully max out at most 3 skills in a standard playthrough (if you have high intelligence), and become proficient in only a few others. It's generally accepted among sperglords that small guns, lockpick, and speech are the only 3 skills that matter, it's much more fun to make the character you want, just while considering the limitations.
It's recommended, unless you're RPing a hard pacifist, that you take at least one weapon skill as your tag, and focus on upping it to at least the 70's or 80's before dumping hard skill points elsewhere, if you want to reliably hit things. Remember fallout 1 and 2 go up to the 200th percentile, so 70 or 80 is not actually as high as you might think it is. If you want to be really sure to reliably hit with those weapons early game try to have a decent starting perception or agility. Perception isn't as important for melee characters, but it greatly affects your ranged accuracy and range, and agility is even more important for melee characters. Its always a tradeoff with which stats to dump, but charisma is usually the one since it mostly just affects NPC's initial reactions to your character. I think if your charisma isn't high enough later on there's a chick who won't fuck you, but we're on Sup Forums so that shouldn't be a concern.
You may have gone overboard with selecting both gifted AND skilled on the same character, as well as lacking any combat skills in your tag. Gifted is considered the absolute best trait in fallout 1 for min-maxxers, but when taken as the same time as skilled it can really fuck with your early and mid game experience. You might consider taken small frame instead, if you're really feeling starved for SPECIAL points.

Grab gifted at the start. I recommend fast shot for your second perk, but it's not necessary. Tag small guns, and speech; the third skill is up to you.
This is the optimal build for a first run of the game. Your character can handle most threats, and you won't be missing out on anything due to stat spread.

Well... in that case.
Gifted, finesse, tag small guns, lockpick, and speech, dump charisma and endurance. 9 int, 9 agi, 9 luck, 9 per, spread leftover between end or str for taste. Only spend level ups on those 3 skills, once energy weapons become available start dumping in that. Get Awareness for shiggles, Better Criticals, Bonus Move, Bonus Rate of fire, and More Criticals.
Laugh maniacally as you run around the wasteland opening lockers full of cash, convincing people to commit suicide, and literally sniping everything in the dick until they explode in to chunks.
More criticals seems wasteful when you're on track to sniper. You are building to sniper, right?
Awareness can also be dropped, but it is useful. By endgame, you will be mostly one-shotting everything, and it doesn't really matter what the enemy has when you're in hardened power armor. Bonus move is very useful, and can be gotten pretty early in the place of some of those perks.
Small guns can sustain you the game, especially when you grab a Sniper rifle or .223 pistol. Again, with sniper, you can score instant kills with a 10mm pistol (for 0 damage). Pairing that with the .44 revolver and bonus rate of fire and fast shot can leave you popping off 5 sniper checks in a single turn, action boy not withstanding.
Correction, with Better critical and Sniper, you're scoring instant kills somewhat regularly without an aimed shot. Some armor negation and damage multiplication are a given on every shot, with knock-outs or knock downs every so often.
Max out perception and just shoot everything in the eyes. This game isn't hard at all.
Fallout 1 and 2 is babby's first rpg. They are literally shit. If you unironically like NV I am sure you will love them.
