It's honestly not a good series in terms of gameplay. We love them despite their flaws but those flaws are very real and very large.

Nep rebirth 1 is a fun game, rebirth 2 is slightly below average, victory(3?) is fun like rebirth 1, Victory-II is also fun.

It's not "bad" but it really depends on what you look for from the game
Neptunia is never going to have a groundbreaking plot, and the re;birth games in particular have lots of reused assets because they are remakes of the older games done in Hyperdimension Neptunia Victory's engine, so a lot of people wouldn't be interested.
Nonetheless, if you like light-hearted humorous turn-based JRPGs with a special focus on the characters, which are all cute girls, then you will enjoy the shit out of nepnep games.
With that said, I wouldn't recommend buying nep games at full price unless they're brand new. Get them on sale because they do go very cheap from time to time.
