Well then check your shout menu and see if it's already learned. Otherwise you might have to try until you find the right angle to register it(make sure to hold the shout button), or else your save is glitched and you'll have to reload a much earlier save to see if it'll work.

Well then l, you might be screwed. If you're lucky, the NPC's are still there waiting for you. If not, you have to start over or you're never beating the game, since the shout is required to progress the "main" storyline.

Here is what you should do. Leave and go to White Run, pass time three days. Then return.
Really though I don't expect it to do anything, reseting cells doesn't normally help orphaned scripts and that's what it sounds like happened. That's a major problem in the PS4 version, scripts sometimes just don't fire. You would literally have to get the Greybeards to put the word down again for the script to catch.
Sad to say, but your game is boned. Even if you got the shout through other means, the quest wouldn't progress. The quest progression requires the script trigger from learning the shout.
