Most of the development teams have moved on to new projects or been disbanded, so assets would have to be refocused to go back to an old game. And for what? Most normies don't even know Denuvo is there in the first place, so publishers aren't going to invest in returning to old games and removing it. Exactly the same as most didn't bother to go back and patch out other obsolete DRM, or Games for Windows Live.

The problem with this being you have to have a gigantic infrastructure to actually support it. You are effectively turning every game into an MMO. That costs way, way, more than any theoretical gains you'd get from pirates buying your game.
