I actually fucking hated how they attempted to make Junkrat more usable.
Instead of either giving him some stickies to set up more than one trap with OR making his bombs have a more consistent firing pattern so you can actually engage without just spamming, they took away his self damage.
Which just encouraged more spam and running straight at enemies holding down fire because why the fuck not.

How would you detonate the specific mines that you've placed when there's more than one set up? Multiple beartraps work since they're just drop-and-forget but the mines have to be blown by you.
What he really needs is a Mouse 2 ability, something like a spread grenade that fires three at one in a fan with a cooldown, a fast grenade that launches them farther in a wider arc, or a fragmentation grenade that explodes in a shrapnel sphere.

I haven't played Overwatch in probably a year, so what did they do to Junk's ult? When I played, it was hands down the most obvious ult in the game because you could hear it literally anywhere in the map. The only way you'd get a kill was if you were lucky enough to have a position where you could wall climb and drop it on unsuspecting people, but even then you'd be lucky to kill more than 1 person because people weren't retarded enough to group that much. Did they make it silent, or immune to damage?

Not in terms of worthwhile damage. It can also be shot and disabled by absolutely any class.
He's only as effective as gravity allows. He's far too squishy to be "broken" even though he can nuke half the cast with M1+Mine. His scariest trait is his ult, really.

He's a "defense" who can lock down a single doorway if nobody notices the giant trap in the way. They need to rework his deployables and his ult. It's a far, far worse D.Va ult that charges faster.

Junkrat is good for smashing barriers and killing inattentive retards, but that's about it. There's a reason he's not used in high ranks, and that's the randomness of his damage because he's not built to focus fire, he's built to spam explosives into an area to attempt to deny the enemy that area.
And in all honesty the Defense class is so weak and pathetic that all the characters in it need retooling. All of them are better on Attacking than trying to be area denial.

Generally snipers are useful all around, but Widow and Hanzo do work better on Attack than Defense.

The entire reason he's picked so much in Grandmaster is his Speed Boost, and that AoE healing is helpful when the Mercy is busy with someone else or Damage Boosting. Especially since they increased his healing and upped his damage, he's even more useful. Sound Barrier is also a very helpful ult to go with a big push or protect form an enemy push.

My problem with Junkslut is that his bombs did barely any damage to him in the first place, and then Blizzard goes and nerfs his self damage even further. His deployable bomb is a get out of jail free card, because it can kill anyone but a full health tank in one blast, and does barely any damage to him. Meanwhile, a panicked Pharah can kill herself in two or three close range shots.

Lucio is god tier because of speed boost, just by shifting into that mode allows your teammates to dodge shots that they would normally get hit by and avoid attacks by the other enemy team that needs to change their rhythm to aim better.
But Zenyatta's healing, damage booster, attack damage, and ult all are better.
Speed boost is mostly useless, never stopped me from wrecking once

I believe I addressed that when I said a panicking Pharah, IE an enemy got the drop on you and your rocket jump is still on cooldown. You either let the enemy kill you, or allahu ackbar and hope they've got less health than you do. Whereas Junkrat can aim at his feet and expect the enemy to die before he does.
Push isn't the issue as much as lousy maps are.
