It means that the game is alright on its own but isn't offering what the series previously offered.

For example, Valkyria Revolution is a servicable JRPG with some okay ideas and an interesting setting. But it doesn't offer what made Valkyria Chronicles interesting which was the strategy gameplay.

As such, Valkyria Revolution is an okay JRPG (I'm sure some people would argue against that it's okay but you understand my point) but a bad Valkyria game.

Literally Dark Souls II and there's nothing wrong about saying that since it's the truth.

More like RE5. It's a super fun co-op shooting game when played with a friend but as a Resident Evil game it's pretty bad.

Seconding this. The game would have received only a fraction of the hate it got if it wasn't called Devil May Cry. It's actually a really fun hack and slash game although a bit too easy.
