The devs sell their games on steam because they get a lot of stuff out of it, like exposure, downloads and updates, workshop, community features that people like and so on

Lots of consumers won't buy games that are above $20.00. They will wait out seasonal discounts and devs have to resort to selling their game at a fraction of their original price, and compete with hundreds of other gamers.
This leads to indie devs make shittier and shittier games because why waste two years of your life making a good game that people will only buy for $5 two times a year when you can make some shitty meme game with cultural references in under a few months.
