For the normal characters first is Accord, second is Carbuncle, third is a tie between Satan and Ecolo
Most of the secret characters are either tied with Accord or Satan/Ecolo in difficulty. Strange Klug is the true strongest character.

Also, if you hold L when selecting a computer character, it cranks their AI up to the maximum difficulty.
This works in Puyo Puyo Tetris, too, and holy fuck it's murder to play against.

I'm pretty high up so I can't answer that. I know when I watched Vinesauce stream about a month ago he was finding plenty of even competition in the lower ranks, but a month is a long time.
In 20th anniversary you actually hold select, not L.

The ds version should run perfectly no matter how bad your pc is. Wii one emulates well, but might have issues with input dropping if your pc is too old.
