Average human reaction time (for visuals) is roughly 12 frames, meaning that, even if you recognize it on the first possible frame, the inherent delay of the game, controller, and screen (probably around 6 frames total for BlazBlue) means that you simply cannot react to it. Even twitch reacting to it is impossible unless you have freak-of-nature level reaction speed.
For comparison's sake, most other overheads in the game are around 22-26 frames.
What anime games have faster overheads? I've played both GG, BB, and UNIST, and none of them have had overheads faster than that. I think Baiken's IOH j.623S might be a little faster, but that's it.

TL;DR: 12 frames is disgustingly fast and straight up unreactable for even the best of players.
