That is categorically wrong. Online games worked by having individuals run their own servers with their own rules. Players moderated their community servers, often seeing firsthand whatever shit was going on. I had ban lists on my servers the length of a small book in several games around the turn of the century because of just how shitty most people are on average.

An impersonal Big Brother moderating everything from atop a tower based only on vague Reporting systems and sifting through a lot of data second-hand is an even shittier environment.

It doesn't matter if you're playing a sport or playing a game online, if you scream at people and act like an asshole going against the game's rules then you will be removed from the area/kicked and banned. If you play the game for like fifty hours and complete almost every objective, enjoy it alot, and don't pay for it then it's probably stealing.
