In one part of the game (Surface Tension I think), Barney opens a storage cache with RPG ammo, trip mines, and basically all kinds of ammo. If the military set this up, why in the fuck would a security guard know how to get to it?

Those are all set after the military units arrive and lock the facility down. They bring in crates of ammunition and ammo and set up points of operation in the facility as they sweep it for survivors. This is all communicated in the game very clearly. Pay attention.

The placement of the rocket launcher is 100% justified and correctly introduced. Ammo however no one will ever be able to justify in the game design because this is a game where a battery cell, medkit, and random 9mm mags pop up when you break a random box. Weapon procurement was done well, minor pickups require suspension of disbelief.

HL takes place over the course of like 2 days. Plenty of time for them to get comfortable enough to have weapons laying around.

Black Mesa used to be a Military deposit, also if you're gonna build something as big as that, you might as well have enough guns and ammo to guard it

Black Mesa draws off a lot of 90s lore about there being secret deep underground military/science facilities in the west near Groom Lake and a few other locations within larger military bases.

So the strong military presence makes tons of sense. Especially when you consider they've been conducting incursions into an alien world.
