I noticed the diamond dogs tech is far beyond anything in the 80s and even now (idroid) and they built a private military complex in the middle if sea. Was it simply just getting tons of money for mercenary contracts or did they shoot for a higher ideal? I noticed they spoke throughout the game that they were an army without a country or something like that. Did they dream of their own society and culture that wasn't beholden to some bigger government or was ripe for political takeover and subject to meaningless proxy wars that led to nothing but profit for politicians and meaningless conflict?

Outer Heaven is a soldier's paradise. Not heaven or hell.

It's a place were soldiers will always have a purpose. Those who can only fight, who only have talent for war, they always have a home in Outer Heaven.

Therefore Outer Heaven wants war for the sake of war.

In a nation for soldiers and by soldiers, with the most advanced military technology, the best trained soldiers, the best intel and surveillance programs, the best military leaders, the soldiers themselves got to decide which wars were worthy fighting and were given the chance to actually make a difference while still feeling like a nation of brothers was truly behind you. It was basically in hopes of preventing a situation like The Boss's death from MGS3 from ever occurring again.
