That's not even how it works.

Most of the 'mods' are done internally by subsidiaries like Bethesda Montreal. The ones that are outsourced, the modders are given a contract and paid during the alpha, beta, and launch of the mod. That's it. The creator does not get any of the revenue from their creation.
