As someone who didn't vote for him and didn't support his policies, it is nonetheless disheartening to watch him steadily slip around and begin to adopt mainstream positions. Love or hate him Trump had the makings of a different kind of president but it seems the sheer weight of the executive branch reshapes even a maverick.

Not even close. It plays exactly like the base Dishonored 2 and uses even some of the same levels again. Basically nothing that couldn't have been a part of the base game (for all we know this 'expansion' features cut content from the main game), while Blood Dragon felt like its own completely separate thing.
