Brutes, otherwise maybe Jackals and the flying buggers. Grunts are very pious, as are elites.

SPV3 gives Grunts Spiker and Firebomb analogues on routine.
They also have Elites using Brute Plasma Rifles.

Yeah grunts would probably use brute weaponry, they are probably happy with anything.

I can see elites using the brute plasma rifle because those are just recoloured normal ones. Other brute weaponry might be deemed too uncivilised though.
