He was a regular dude whose conciousness was used in a robot on the station after he got a brain scan for a injury following a car accident. The reason there's a timeskip is because that conciousness only begins thinking after it's been put into the machine; there's no time if you don't exist.

When Simon's brain/consciousness was scanned into the machine he died. So it feels to the player and to Simon that he "teleported". But really the WAU created Simon when you start in the underwater base.

Wrong, Simon went on to die from his brain damage months after his scan, the Simon you wake up in the base as is the scan the doctor took of him, so he only remembers up to that point.

It was the WAU.
It wanted to recreate life, and Simon was the logical solution to that.

It was the wau. The wau was trying to brute force a way to make humanity "survive", and one of the things it tried was taking all the available scans of people and throwing them into all the robots that could take them. That's why throughout the game, you run into a bunch of machines that are dead people. Simon got scanned as part of the possible treatment for his brain injury and ai guess no one got rid of it when the treatment failed as simon died. The wau just saw it at some point and tossed it into the body simon wakes up in.

That's not what happened at all.

The scan of Simon's brain is created and to eventually create the technology of cloning a human mind into a digital space. The real Simon continued to live, but eventually died of his disease.

WAU, in its apathetic imperative to save all human life, attempted to upload a "human consciousness", which was Simon, into a dead human body. It used its cancer goo to connect the two, and thus Simon was created, a horrible abomination of a "living" human in the eyes of a machine that never understood what humanity considered living in the first place.

Simon didn't have a disease, he was in a car accident that gave him brain damage that turned fatal.

he was literally one of the first 4-5 scans in existence, he was the first guy(aside for the two doctors who invented it) that got scanned once the technology was created and he become basically a "demo" for everyone who used it later.

Luck (or unluck?) of the draw. One of the first brain scans made who was brought onto the station as research material. Was eventually repurposed to be the model they worked off when copying everyone else's consciousnesses into a digital format. WAU was just digging around for anything resembling humans and plugging it into machines. He just happened to wind up in a corpse with a computer shoved into its neck instead of a broken machine.
