Then there was halo 3 and Reach, and I believe halo 4 too, but don't quote me on that. Even in deadspace 2, lost planet 2 (both of which had a decent mp component) you unlocked shit through ranking and/or challenges. Hell, there ARE still games today that do this, like warframe.

This shit is done specifically to get people hooked on buying lootboxes. It's been extensively studied and casinos employ these kind of tricks to get people to spend more money.

ESRB is self regulation though. It's not mandated by the government and there is no legal requirement to enforce age restrictions.

What these age ratings will do is put video games with lootboxes into the same category as things like alcohol. Much stricter regulations, it'll be actually illegal to sell to kids and they will be required to include some form of age verification because if kids can still easily access it, they're going to get fined to hell.
