It's one of the worst shooters I've ever played. Play Space Marine instead for a decent action game.
The only time i can recall that Tau aligned humans have been shown they still used Imperial Guard stuff, but I don't see why they wouldn't eventually let humans use their tech.
It's alright, but nothing to write home about. It's like someone made Call of Duty on the Half-Life engine. You'll probably get bored very quickly if you don't like Tau.

Depends on the planet in question, the tau commanders, and whatever the writer feels like at the time.
I remember that one planet where the Tau attacked and began a systematic extermination of the populace, though he was later censored by the Ethereals.
All the canon novels with humans in the empire make it seem like they're on par with your average Tau grunt. I don't think they do trail-by-fires or are able to rank up though.

I liked the atmosphere of it, but it can get really annoying at times, like how in the last few levels, there were Chaos Marines that would teleport right in front of me and instantly shoot a missile in my face before I could react.
Dark Crusade also shows their control over the human population isn't absolute, there's at least one guy running around calling himself a Commissar spreading anti-Tau propaganda every chance he gets
