He'll gain levels on his own eventually, just make sure he gets to level 20. He doesn't promote until near the end of the game.

Once he promotes and gets the Binding Blade though, he becomes insanely good. Make sure to save a Hammerne staff for it.

Keep an eye out for the eastern village in chapter 15, there's bandits nearby too.

Roy tends to be pretty mediocre but he bumps up to pretty decent once you get the sword of seals. By that point the game is almost over though.

He's trash until his promotion. Thing is his promotion doesn't happen until the very end of the game. He's considered the worst lord for a reason.

Is Roy canonically the youngest Lord in the series?

At 15 years old, most likely. Only one I'm not sure of is Leaf. Also if you want to get technical, I think Marth is 14 when you play as him during the prologue of Shadow Dragon, but he's 16 when his campaign actually begins.

No FE6 has probably the worst unit balance. Everyone but like 18 units, 12 on hard mode are actually good.
