I don't know what this means, but I did feel that, surprisingly, the 3D had fairly lackluster backgrounds that only worked sometimes (Diggernaught was the height of the game).

Samus Returns isn't bad but the melee system is just awful and everything uses it so now you have these ridiculous speedy enemies that beeline for you to deal 40+ damage when they ram you the instant you see them and it feels like a worse remake than Zero Mission was when you compare the two. With Zero Mission it feels more enjoyable to explore and it flows better but with Samus Returns you feel like you're a lot more locked down and still stuck to Metroid 2's upgrade path to progress anywhere.

He "finished" it.
The game is in a complete, playable state, but Doc wanted to add more content (more scan logs, more endings, more modes, updated graphics, etc) over the course of several updates. So it will never be truly finished.
That said, the community has reverse engineered the game and have added a couple of the planned ideas.
You can easily get the game via google search, and community updates are hosted at the am2r reddit.

Also it's not a rom hack. It's a standalone exe.
