Burnout 3 is generally considered the best. Paradise is pretty good and also open world, and Legends can be emulated on a cell phone through ppsspp.

Need for Speed Most Wanted (2005) has a lot of open highways, when you progress later into the game and make your car faster you can really take advantage of these highways and speeding across them going 300 km/h is satisfying as hell
