It's unironically one of my favorite games as a power fantasy sandbox, but there's STILL so much room for improvement. Level scaling when non-combat skills factor to your leveling makes no sense. Faction questlines are all linear, unrelated and often outright nonsensical...
After Fallout 4 and the whole Creation Tottallynotpaidmods fiasco I don't think they can ever make a game remotely on par with this. It'll all go downhill from here.

Oblivion had better quests, but it also had some pretty big flaws

Skyrim also didn't had a potato faced races, and leveling system, that punished you for leveling up and doing things you want to do. Exploration in skyrim is better, not to mention that you're not punished for completing quests early.

We start with the obvious Gameplay having it not be a tedious nut cancerous chore to actually play the game is the first improvement

Quests are far better more fun, intriguing and involved including many mysteries for the player to solve giving the player multiple choices all through out while avoiding generic cliches (like Morrowinds kill the rats quest)
Guilds as a natural result of above the Guilds of Oblivion are superior instead of the self mutilatingly boring and uneventful Guilds of Morrowind Oblivion manages to add a level of intrigue to even the bureaucracy in the guilds.
Finally NPC's Oblivion took a quality over quantity approach while Morrowind was content with Wikibot NPC's each and every non Guard NPC in a city is unique with their personal backstories, personalities and motivations. No seriously walk around the Imperial City and talk to everyone even the generic Guards I mentioned earlier they each tell you something about themselves and the Guards have various reactions from "I'm so glad you took the time out of your day to talk to me citizen people like you make this job worthwhile" to "Beat it I'm busy" and "I've got me eye on you stay out of trouble" each an Immersive response this game did NPC's
Outside of Gameplay which was improved in Skyrim, Oblivion did ALL of these things best in the entire series

You've just described Oblivion's gameplay. it's a game that punished you for leveling up, doing things you want and exploring. The only thing that left is okay at best combat and some good quests (and you punished for doing them too early, too).

Radiant ai is fine, to some extend, but it's not immersive at all. Small talk was awkward and silly, buggy (which broke immersion when people talk about the same thing few times a\in a raw, or speak about something they refused to spoke just a few seconds ago) and poorly reacted to game's world. End of the fucking world is coming, yet people still do the same thing they did before, such as talking about mudcrabs being annoying.

Most things "removed" from Skyrim were actually just shuffled around like Mysticism which was just combined with Alteration so that they could make a proper perk tree out of it or redundant attributes like Speed which sprinting replaced, Luck and Personality were just useless, Agility and Willpower which were just Strength for thieves and Mages respectively and the remaining attributes returned

You're describing how a game that had actual stats, skill checks, and stat requirements for progression was turned into a game completely without any stats. But nothing was removed, because the names are still there, tacked onto perk trees that in no way affect the game, right?

The problem is not just a retcon. If retcon would made things better, then I would be okay with that, but it made things worse as well as introducing plotholes that Kirkbride had to fix. That's not a good way of retconning at all.
Nothing about the world is believable.
Imperial legion fucking sucked. Beth trashed their citadels for no reason (imperials had perfectly good citadels, but those buildings were just abandoned, so they could be used by bandits and vampires). Removing ability to join imperial legion was also retarded (in the heart of the Empire you can't join the legion, that's just priceless).
Racial aesthetic also suffered. Now all races have ugly potato faces. Dunmers suffered the most, probably, since they had ayy lmao eyes, blue/green skin and high pitched voices.
"Comfy" is a pointless buzzword. I can get the "comfy" Oblivion experience by listening to the soundtrack while playing Skyrim on mute.

I know that it's commonly accepted on Sup Forums that BotW setting an open world standard is seen as a meme, but seriously play these games back to back. Skyrim is full of way more steep cliffs, jagged rocks, and impassable mountains than you remember. If you try to make a point to minimize or not fast travel, you'll find yourself humping a lot of mountains spamming the jump button.
I almost can imagine TES: VI bringing back levitation spells just to have some kind of equivalent to the climbing/sailcloth.
Or they could just reintroduce acrobatics and make it the climbing skill. I mean climbing was already in Daggerfall
