I think they admitted they spent two or so years on the actual game. The rest of the time was spent on the Hedgehog Engine 2.
They spent one year on the actual game, three on the engine, an engine which is WORSE than the previous one.
I mean at least it's not a buggy unfinished mess like 06 but come the fuck on.
I think it was a year of development with a small team and then one year with a full team. I'd have to dig up Nakamura's interview however many months ago.

Still, two years isn't enough to make a quality game anymore, maybe back before 2005 a year and some change could work, but this isn't then.
That and Sega is full of idiots that cut content and forced Classic Sonic into the game.
