This game barely ran at 1080p with high end hardware, it was built for future PCs, so it looks more like a 2011-2012 game, which is also when average-tier hardware could run it easily.
Developers these days could do this, developing games for future hardware, but it isn't profitable, if it ever was. It doesn't help that most pcobeses have shit-tier hardware these days and play the same multiplayer garbage (DotA, League)

The large install bases on consoles only allows major publishers with huge advertising budgets to stay in business.
Smaller devs, indie devs, and small publishers do notoriously poorly on consoles, hence why they usually aim for PC.
You won't see a publisher like Paradox releasing many games on consoles.

I think it would lead to the development of more advanced game engines to take advantage of the higher standards for what a gaming device is capable of. Which leads to better games in most cases.

The visuals weren't even the most impressive thing about Crysis.
Enviromental interactivity and enemy AI in such large scale open enviroments were the most impressive things about it. THAT's where consoles are holding us back. And that's why we're getting tons of shooters that barely look as good as Crysis but are linear corridors.

Crysis was never badly optimized. It runs fine on low end pcs when you crank the settings down low, and it challenges high end pcs when you crank the settings way up. That's a well optimized game. People just throw hissy fits when their GTX 1980 and i10 9999K can't run games at max settings

the max settings just were for high-end computers, and if you had one at the time it ran fine
I played it both on a toaster and a high-end and on a toaster it ran fine at low, and on a high-end it ran fine at max
