Because her kit is completely useless against anybody competent. There are a limited amount of places to hide her stuff and they're all extremely loud and visible. Teleporter and Shield Generator make extremely loud ambient noises and are huge, so they're trivial for flankers to find. Plus the enemy team instantly gets a warning it exists the moment you place it.
Her turrets are a complete joke. 30dps each, equalling up to 180dps. Except they have one HP each, so the lightest tap or spray will destroy them. Winston and Dva completely invalidate them because they can just sweep with their weapons and her turrets will all be gone. Now you could try and spread them out, but their damage is pitiful without all of them attacking.
Her orbs will never hit anyone paying attention except maybe a Reinhardt or something. Her beam is short and has to build up before it is threatening, giving everyone time to either escape, get help or just kill her first.
I just hope her rework actually fixes her, I like her.

The beam melts people too easily. I used to play fairly high CSGO and even I have trouble landing the shots on her sometimes as McCree. Her hitbox is small as fuck and she can gib you in a second if you don't react quickly enough. The fact the beam extends and goes through walls to pursue its victim is always incredibly annoying to play against.
Basically every aspect of her kit is in need of fixing.
