You can use steam, just don't buy from the steam store
Buy games elsewhere like Humble Bundle or GMG
or sometimes you can find them cheaper physically because the prices are already in AUD
Or you could always wait until a good sale comes around and then buy externally anyway, because steam sales suck now and you'll probably find it cheaper elsewhere

Setting your account back to your home country will get your normal prices back, and you should be able to add wallet funds via credit card fine though

Steam probably has some ToS against it to prevent people from changing their region to places with cheap prices if they catch you, that's why there's a 2 week limit on changing it
How serious they take it, and whether you want to risk getting caught, I dunno

I'd just suggest following the advice I gave before, you can even go to 'isthereanydeal' to see if shit you want is on sale anywhere
Or you could always emulate some older games, or just pirate stuff you want for now, and maybe buy it when you're back home
