Sure. You pick the region. But there's no "Region Lock" so there's nothing stopping anyone from playing in any other servers. So even if you are in NA server, expect to run into some (many) Chinese.

Probably the best way of going about it too, since if they just Region Locked you could probably bypass that with a VPN. But ping is basically distance, can't change that.
