I just received my motospeed v16 mouse.
It's excellent and I payed 14$ US for it but you can probably get it for even less if you look a bit.
It's miles better than my previous 5$ chinese mouse as it doesn't make my hands smell like crap plastic and the middle button and scroll wheel doesn't suck.

test mouse accel by moving your mouse along the exact same distance on your desk/mousepad at different speeds if your cursor/crosshair ends up at different places each time, it has mouse accel. lower speeds your mouse will move smaller distances if there is accel
it'd be easy to test it in a game like CS or some shit.

yes, some. disable the "enhance pointer precision in mouse settings" win 7 also adds built in stuff which is harder to get rid of. I'm not sure if win 8 onwards does as well. you can disable it with registry edits.
tho a viddy game like CS bypasses it, so that's why I recommended to do it there.
