It's not inaccurate. The phone DOES have 32 GB of storage. It's like when you buy a computer with a 500GB hard drive, some of that space is occupied with the pre-installed operating system.

I got 5 free licenses from my company.
I use it to create and open existing word/excel files. You know, adults who live on their own needs to pay taxes and create some documents.

I think its got to do with because everything in a computer is bits 1s and 0s but in 8s so 8 bits in a byte but the first one can't be 1 because that means negative so you only really get to use 7 bits ~25gb from 32gb or something like that

Incorrect. By your logic you would lose 1/8th of the memory, so it should be 28GB instead of 32.
The binary system does have something to do with it (1024MB being 1GB and not 1000MB) but even that doesn't make much of a difference.
It's really just that the operating system and bloatware (Google maps, Google Drive, Google this Google that blah blah blah) use up a lot of space.
