WHY DOES MY COMPUTER KEEP ON "BUFFERING" ON EVERYTHING THAT I WANT TO WATCH OR LISTEN TO? PLEASE HELP ME?
I reinstalled antivirus, updates, drivers, cleared cookies, internet connection was always good, etc. I can't reinstall windows or an optimizer program.

If this is a recent issue, your Internet is likely being throttled because you exceeded your bandwidth. Dunno how that could be at the start of the month though.. Try resetting your modem and router.

I have unlimited bandwidth. I resseted.
It is recent but all I did was reinstall antivirus, updated windows and install the latest nvidia driver.

Buffering to a lot of things, and although bandwidth hogging malware can be one of them, most of the time the problem lies in the servers from which you're requesting or your ISP.
