I put a disc in with linux and restarted my computer, booted it back up then the disc drive started going. It let me go back into windows and everything works now

The STALLEDtorrent meme doesn't come from qBittorrent not working at all, it just seems to have a host of connection issues that severely hamper its overall performance. I mean, you have two torrents there where you're connected to peers but not uploading.
Go to a private tracker where you can see the stats of connected users and those using qBittorrent are always on the bottom. Is it just that every qB user happens to have sub 1MBps internet, or does qB just suck?
My experience with it is that it's really bad compared to uTorrent 2.2.1.

MadVR only works fine on my machine in DX11 mode using Win10 Ent and R9 290.

There's torrents further up that are seeding just fine.

It depends on how you configure it. I can either give a few people 200kb/s each or dozens and dozens a few kb/s.

btw I have a 200/20 connection and rarely struggle to achieve 20mbyte/s.

Back in the day, Windows ME. For me, that was the best and most stable of the Windows OS's.

I use uTorrent. It has no ads because i disabled them, Its still the best client to use.

qBittorrent. Every thread I see it mentioned, people moan about it stalling. Literally never encountered it, ever, and I use it every fucking day.
