a couple of 500gb SSDs
one GTX 970 at the least, but 2 would be better
32gb of RAM, go with DDR5, vengeance is good
to save money just use the stock cooler and don't bother with a case, just put it all in a cardboard box
Use any shitty PSU, you can get a 250W for dirt cheap

Running older games is a bit tricky since most hardware no longer supports the hardware that continues to support classic gaming charges extra for that service. If you are determined to do this no matter the cost, I would suggest the Xeon E5-2697 v3 with a Quadro M6000 both of these components contain the microcodes in order to play older games.
