That is actually Nvidia's fault, both Vulkan and DX12 were inspired on AMD's Mantle (Vulkan is actually based on it). Nvidia could have implemented the Mantle API (AMD said they would be happy if they did), but the green jews said "fuck it" and now their cards flagships get outperformed by AMD rebrands.

Actually, it seems AMD is doing well lately: they have the consoles monopoly for this generation and the next, they will have the best bang for the buck card probably until winter and they outperform nvidia in both of the new apis.

They've also released a bunch of GPU documents for their own GPUs and they've released documents and demos for using various graphical effects with the GPUOpen initiative.
